What it means is you can forget about salvation if you're waiting to give it, to get it first for yourself (consider how selfish that is) (compassion, mercy, forgiveness): We have to make these steps individually first. If not you, then no one does. Be a leader through faith in Christ.
Look how much that takes away from Christ' Words with these false teachers. Because that is how we operate for salvation.
This is why the vicious cycle of the blame game happens. Doing right becomes dependent upon whether the other person does it first. Wrong. Someone has to make the first step in faith. If one does not make the first step then nothing can be solved as well. As it is God's Word and His wisdom cries out with the answers right there in this senseless and helpless situation.
Just as your salvation is not dependent upon anyone else. We all answer to THE LORD individually.
(Luke 6:37-38) "Judge not, and ye shall not be judged: condemn not, and ye shall not be condemned: forgive, and ye shall be forgiven:
38Give, and it shall be given unto you; good measure, pressed down, and shaken together, and running over, shall men give into your bosom. For with the same measure that ye mete withal it shall be measured to you again."
The very motive of sowing a financial seed shows where the where the heart and the treasure is. Like spending the whole life searching for a "lost" hidden treasure.
Instead of doing that Christ is searching for you. Do we see Him?
(Matthew 13:44) "Again, the kingdom of heaven is like unto treasure hid in a field; the which when a man hath found, he hideth, and for joy thereof goeth and selleth all that he hath, and buyeth that field."
